Windows 10: Windows apps flicker, disappear, flash, clip and crop when having graphical interactions...

When i scroll on windows apps like cursor editor or Redis insights newly installed apps only it causes them to flash, flicker, clip or crop in very annoying ways that makes them unusable here is a video showing what happens:here is the video link of my issue:Video recording I have nvidia 4060 latest drivers installed and it only happens with newly installed apps pretty much all until now

Crop tool Photos App not working

• What changes have you made prior to this issue?
• To which program are you exactly using the crop tool? Photos App or Office 2016?
• You mentioned crop tool is not working properly when Photos App is used. Have you tried to close it, and check if the issue persists?

App list flash then disappear

strange! When browse app list in the store, scroll down the list, some more app flash for half second then disappear. Pls help.

 

Windows Movie Maker: Cropping video clips?

I have some poorly recorded footage that I want to "crop" to omit some unwanted stuff from view. I mean like image-style cropping, not trimming, like I want to do something like what this app does: https://itunes.apple.com/ca/app/video-crop-remove-unwanted/id819074891?mt=8.

If there is no way to do this in WMM then please suggest alternative software for this purpose. Thank you.
