Windows 10: Windows Automatically Scrolling Downwards Bug

Hello,Recently my Windows 10 PC has been automatically scrolling down on any application with a scrollable window. This can happen very frequently or stop for up to ~30 minutes. Whenever I use the search bar the scrolling will stop. If I exit out of it, it will stay stopped for 2 or more seconds until continuing again. See here. My phone is pretty old and horrible so sorry for the quality. I have turned off my mouse and the issue still persisted so it is not a mouse issue.I have:Restarted my PC multiple timesChecked the down arrow, down keypad key, and tab key if they were stuckUninstalled and

Xbox one auto scrolling downwards

Let's try to isolate this issue so that we could figure out what's causing your Xbox One from automatically scrolling downward. Kindly provide us the following information:

• May I know when did you notice this issue?
• Can you tell us if you recently updated your Xbox One?
• Does the issue occur even if the controllers are not connected to your Xbox One?

In the meantime, I recommend that you power cycle your Xbox One console by performing the following steps:

• Turn off the Xbox One console by pressing the Xbox button
  on the front of the console for about 10 seconds until it shuts down completely.
• Unplug the console's power cable. Wait 10 seconds.
  Important Be sure to wait 10 seconds. This step resets the power supply.
  
• Plug the console power cable back in.
• Press the Xbox buttonon your console to turn on the Xbox One.

Elan touch pad causing constant scrolling downwards

I have a problem with the ELAN touch pad device. The computer constantly scrolls downwards when this is installed. I constantly uninstall but it re-installs itself and then the same problem. Over it!! Anybody got any suggestions please!!!

  Did you make any changes to the PC after which you are facing this issue?

  Does this issue occur on a webpage in a browser?
  

Suggest you to close all open windows and restart the computer. Once this is done login to the computer and check if the issue persists.

If you have a mouse with scroll button ensure that you have not clicked on the scroll mouse to check if that helps.
