Windows 10: Windows being difficult to impossible!

I have the same problem as some of the others but maybe more. I can't access a lot of the administrative tools because of , this program has been blocked by the administrator. I am the administrator plus the only account on this laptop! Also windows update won't update. gets error codes. they say use the trouble shooter, won't work either, gets error codes also. tried a lot of the fixes, nothing seems to work. still can't use admin. tools, not even device manager. This pc was working fine until I installed the last big windows 10 update. It all went down hill from there. pc even gets so slow and jams up that I can't even do anything on it, almost like the old dial up. there is something that keeps coming to mind when I did the update. after installing and restarting there was a program that wouldn't even let me log back in until I accepted it. tried to get past it a few times but couldn't. I have another computer so I kept trying to get some info on it. didn't get much except it was something windows used in it's system, so I accepted and went on. i haven't got the update for my other pc and it still works great. Don't think I'll put it in until I resolve these problems. if someone knows the name of that program, let me know and I can try to uninstall it and see what happens
It's to bad Microsoft can't fix these things they probably caused.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
