Windows 10: Windows black screen after confirming "reset this pc" keep files

Hello I need help, I mean my friend needs help he tried to reset his pc while also keeping the files and doing a local install instead of cloud because cloud install doesn't work. after confirming the "reset this pc" it then the pc goes to black screen his cpu fans are running but his screen is black and no lights from keyboard and mouse.
