Windows 10: Windows Black screen error

Hey,

I recently came across problem , which i discovered today , actually there are two problems happening, they might be related ..

the first problem is :
When i restart windows , and after login , there is a Black screen with only mouse cursor. I read solutions , and none worked for me .


Problem #2: When i try to open device manager , by searching it by pressing the start, an error comes which says , the "windows cannot access the specified device path or file. you may not have the appropriate permissions to access it ". This error also comes when i try to open by searching "Edit the system enviroment variable" on start menu.


My command promt also ceased to work , it was'nt opening. I fixed that by changing it registry value to 0.

Black screen after Windows update.
