Windows 10: Windows black screen

I was installing a tool and it went straight to bios and shut

down my laptop and now I cant boot when I turn on the power button it is a black screen and I cant enter safe mode or anything I can hear the fans spinning though. Can someone please help I really dont know how to fix my pc
