Windows 10: Windows Camera Frame Server Monitor continually crashing.

Hi, I recently upgraded my motherboard and cpu, and then upgraded to Windows 11 and I'm having issues with my camera, a Logitech C920. My relibability history is filled with hundreds of "Windows Camera Frame Server Monitor" or "svchost.exe_FrameServerMonitor" issues where they stopped working. My webcam also will not work, and the camera app crashes on launch. I've looked through a lot of help pages for this, and have done the addition of "EnableFrameServerMode" to the Windows Media Foundation > Platform registry, and set it to zero. Windows Camera Frame Server turns on on its own

I have a 2017 Surface Pro, recently my computer has been making a sound like the ticking of a watch. When I check my task manager

Windows Camera Frame Server is turned on, when I force quit this program the clicking stops. This happens when I haven't been using my camera or anything with video capture, so this program shouldn't be on. After I force quit the program, it often turns
itself back on, sometimes immediately. One of my computers cameras also turned itself on recently, noticed by the red light, and I had to restart my computer to get it to turn off. The Windows Camera Frame Server takes up a significant chunk of my memory.
This is a problem because I've been having trouble with programs crashing, even Google Chrome crashes saying I don't have enough memory. When this started happening I deleted unused files and programs, so I don't think I've actually run out of memory. What
can I do to stop Windows Camera Frame Server from turning itself on?

Dell Monitor Camera

I have a Dell Monitor hooked to a Dell XPS Laptop. I want to use the monitor camera not the laptop camera. I've tried the suggestions from a closed thread about activating the camera but when I try the steps it keeps going to the laptop camera.

Suggestions or am I asking the impossible.

What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
