Windows 10: Windows cannot Access \\"Home Network Computer Name"

Help.
I keep getting this message along with; Windows 10 - errror 0x80070035 when I try to access the two laptops on my home network. There are three machines. The two laptops and a desktop. The two laptops can access the desktop, but not vici verca!
I have ahared all Drives and folders, and have set SMB, and all recommended settings in services.smc. All machines have been set the same, but cannot understand why there is only one way access.
All machines running 64Bit Windows 10 Home, version 1903, OS build 18362.592

One computer cannot access other network computers.


So I've tried every troubleshooting step I know:

• Double checked that Net Bios was enabled
• Ran a bunch of network commands:
  • flushed DNS
  • registered dns
  • pinged and located the named computers successfully
• Reset my router to factory settings

Nothing works when I try to access via explorer. I'm still baffled by the fact that every other computer can access each other AND access this computer. It's just the outgoing connection from this machine that doesn't work.

Any thoughts?

 

How do I change the network adapter name? (Windows 10)

Press Windows Key + R, type secpol.msc and press Enter to run it. In Local Security Policy window, go to the Network List Manager Policies in the left pane. Now in the right pane double click on the network name that you want to change. In the Properties windows under the Name section make sure that Name is selected. Now in the input field enter the name that you wish to use for your connection. Click Apply then OK to save the changes. And you might have to log in again or to restart your computer before the changes are applied.

 

Asking for Network Credentials when trying to access computer on the network

I understand that you are being asked for credentials when trying to access computers on the network. I’ll certainly help you with the issue.



Ideally, when you are asked for credentials, you will need to enter the username and password of the computer which you are trying to access. If you are on a secured network, you can turn off password protected sharing under Network and sharing options
and you will not be prompted for a password.



If you are unable to access the computer by entering the username and password of the computer, one of thing that I can suggest you is to try entering the Device name and password when you receive the prompt. To check for the Device name, go to
Start >> Settings >> System >> About.



If that doesn’t work, try the steps mentioned below:

1. On the computer for which you are being asked for password, type
   command prompt in the search bar on the Taskbar.
   
2. Right click on the command prompt icon, and select
   Run as administrator.
   
3. Now, type whoami and hit
   Enter.
   

You will get the name of the device, try using the name as the username and use the computer password.
