Windows 10: Windows cannot access the specified device, path, or file Useraccountcontrolsettings.exe

I have a new windows 10 computer and i've joined it to the domain, I need to lower uac to install some some software. When I log into the computer with admin rights and I go to UAC I'm getting the message c:\windows\system32\useraccountcontrolsettings.exe Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.


1. The user I'm logging in as has admin rights

2. If I login to the box as a local admin I can run UAC

3. Permissions on that file for Administrators are Read & Execute and Read

4. Local group administrator has the domain admins in it.


I'm at a loss for why this isn't working on 2 brand new machines.
