Windows 10: windows cannot find msc

There is a problem. 0x80002034 or maybe the last digit is a 2 ???
I cannot activate System Restore nor backup my System

Windows 10 Pro 64 bit

The system worked for almost a year and now it has a malfunction.

Please advise

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
