Windows cannot start this hardware device keyboard because its configuration information in the registry is incomplete or damaged Code 19.

Yesterday I posted this question and a gentleman-independent moderator I forget his name answered my question. The Devise Manager advise did not work, so I wanted to follow with performing a sfc. I tried a few times and every I got the message "You must be an administrator running a console session in order to use the sfc utility." I want to say that I am the administrator on my computer and I ran the sfc utility before few years ago following a step-by-step advise on Windows 7. I think the problem is I don't know to open command prompt with administrator access. When I open click on Command Prompt command prompt I get "C:\Users\dluncshort of my Microsoft ID.

So, how open command prompt with administrator access, running a console session in Windows 10?

Any advise?

I suggest you to follow the steps below to configure the keyboard layout:

  Open Settings and click on Time and Language.
  
• 
  Click on Region and Language.
  
• 
  Add the Country and click on add a language and select the language of your choice.
  
• 
  This will take time to download the pack.
  
• 
  Once this is done, Press Windows key + Space and press Space key to choose the keyboard layout.

Step 1: You may check if the ALT key is functioning correctly in on-screen keyboard. It will help us to verify if there is any issue with the keyboard.

Follow the steps below to open On-screen Keyboard.

  Windows + Q, type OSK (on-screen keyboard)

  And check if it works
  

Step 2: Run Hardware and device Troubleshooter.

Windows 10 has a built-in troubleshooter to check and fix issues with hardware and devices. I would suggest you to run this troubleshooter to check if the issue is with your devices. Refer these steps:

  Control Panel.

  Type troubleshooting in the search bar, click on troubleshooting.

  Hardware and Devices.
  
• 
  Follow the steps from the wizard to run the troubleshooter.
  

Method 2:

I will suggest you to try and update drivers and check for the resolution.

You may follow the steps:

  Expand Keyboard Devices.
