Windows 10: windows change product key issue

I have a windows enterprise key , that is a key to apply to windows and upgrade it to enterprise edition , I used it for many times . I bought 10 pcs of windows desktop , it comes with windows 11 home , I tried to apply the above key to it , 8 of these desktops shown the error attached picture , 2 of these desktops can be successfully upgrade to windows 11 enterprise . I search from web , someone said it is DNS or network issue , I tried to do upgrade in other network , still not work . Would advise what is wrong in this case ? thanks

Get Windows 10 app not responding after changing product key

• Windows 8.1 was with KMS license
• Reserved free upgrade to Windows 10
• Bought Windows 8.1 product key and changed product key via PC info app
• Get Windows 10 app not responding.

Steps tried

• Uninstall KB 3035583 using wusa /uninstall
• Restart
• Reinstall KB 3035583 using Windows Update
• Restart
• Click on Get Windows 10 icon, not responding.

Since the laptop has no battery compartment wherein the product key is usually located, we recommend that you follow these steps to find your Windows product key:

• Press Windows + X and select Command Prompt (Admin).
• Enter this command: wmic path SoftwareLicensingService get OA3xOriginalProductKey
  and hit Enter.

Please follow the below steps to resolve this issue:

Steps:

• Press and hold Windows key + R.
• Type ‘slui 3’.
• Enter your old product key and try to change product key
• Use the new product and check if you are able to activate.
