Windows 10: Windows cmd check

Did a -ano netscan on windows cmd for hacks against my PC and saw some foreign addresses with http I couldn't see. See attached YouTube netscanWanted to ask if you guys saw anything?Was looking through task manager and saw 'localservicenonetworkfirewall' running which another forum said meant my firewall could be down. Possible hint somethings wrong.

Weird CMD windows popping up

Check Task Scheduler to see if something might have been added to run at any given time.

Can you easily duplicate it?

Are you able to take a screenshot or record a video as @natr0n suggested?

Check Programs and Features to confirm you're aware of all installed software and packages.

Check Event Viewer as @natr0n suggested as well.

Windows and CMD- renaming a file in CMD

Steps I've done

Here what happens

• 
  turn on PC
  
• 
  start windows
  
• 
  get blue screen ( message NTFS file)
  
• 
  it reboots returns to diagnosing PC
  
• 
  Diagnose and repair fails
  
• 
  I move to advance options
  
• 
  will not reset windows , I click on CMD
  

things I've tried
commands:

reagentc /disable

reagentc /enable

*************************FAILED
not recognized
**********************************
