Discus and support Windows Connection Manager Issues in Windows 10 Performance & Maintenance to solve the problem; Several months ago, I started having trouble with "Restart" and "Shut Down" hanging up.     Several months ago, I started having trouble with "Restart" and "Shut Down" hanging up. Workaround was to stop SENS before restarting or shutting down. At the same time, my File Explorer would not automatically refresh when a file was renamed, copied into, or deleted from a folder or the desktop. Finally broke down and isolated the culprit by process of elimination, disabling all startup applications and services, and then incrementally restoring them. If I disable the Windows Connection Manager service, both features function properly. If WCM is enabled, they do not with regard to FE, if I p
