Windows 10: Windows could not finish configuring the system. To attemot to resume configuration,...

During an update overnight, we had a power outage at home, when attempting to start up my PC again, I am stuck in a loop of:


Install Windows

Windows could not finish configuring the system. To attemot to resume configuration, restart the computer.


I tried a fix of pressing Shift + F10 to open cmd, cd oobe, msoobe, but it does not do anything.


I noticed my cmd line is:

C:¥$WINDOWS.~BT¥NewOS¥WINDOWS¥system32>


Which is different from a lot of screenshots, how would I fix this? I am on Windows 10

Windows 10 After sysprep - Windows could not finish configuring the system

Hi All,

I am preparing for a deployment for Windows 10 Education in a institutional environment. However, after I run
sysprep from Windows 10 and restart, windows 10 could not complete the initial setup.

The error I am getting is : "Windows could not finish configuring the system. To attempt to resume configuration, restart the computer".

I been googling and trying for at least two day, however, all of my efforts are in vain.

What I had done so far:

1. Press Shift + F10 to bring out cmd and access "lusrmgr.msc" to reset and enable Administrator account

2. Check the log file and get error : Number of $mft security descriptors failed

However, it doesn't lead me to any conclusion.

(To check log file, Press Shift + F10 to open CMD and cd to C:\Windows\Panther and export setup.etl to logfile.csv and use notepad to open logfile.csv)

3. Use Windows 10 media to repair (tried automatic repair, system restore, startup repair), all prompt me "couldn't repair".

4. Run Windows 10 initial setup manually after I am getting error: "Windows could not finish configuration..." with MSOOBE, it went through, however, it stuck at "just a moment" for 8 hours. After restart, it go back to "Windows
could not finish configuration..." error.

(To run initial setup manually:

SHIFT-F10 to bring up command prompt.

type: CD C:\windows\system32\oobe

type msoobe)

5. Enable Safe mode in Windows 10. After reboot press F8 to load safe mode menu.

(cd C:\

bcdedit /set {default} bootmenupolicy legacy)

Tried simple safe mode or safe mode with network, all prompt me error : "Windows could not finish configuration..."

Could you guys please shed some light with me how should I troubleshoot further?
