Windows 10: Windows could not prepare the computer to boot into the next phase of installation

I've been trying to fix this for like 7 hours now. so I got arch Linux running on my SSD and wanted to add windows. downloaded the windows iso file and put it on a USB. install failed. tried a different program. install failed. tried a different usb drive : install failed. then went into windows from my HDD and created a windows 10 install USB from there. tried it out and it was the same error as before : "Windows could not prepare the computer to boot into the next phase of installation"All the files seem to be here but nothing is bootable from the disk aside from my arch partition.

my pc shut off when it was updating. Windows is not working, I was stuck in an automatic repair loop. I created a USB boot drive and it will open to the Windows setup screen in my computer. It shows the steps
"copying Windows files, getting files ready for installation, installing features, installing updates, finishing up". When it finishes installing updates it presents an error message saying " Windows could not prepare the computer to
boot into the next phase of installation. To install Windows, restart the installation.
" I've done this multiple times.

I called tech support, they had me run a series of commands to check disk and scan it, nothing.

I remade the boot drive, nothing.

I don't care if I lose the data on the pc, how do I fix this.

When I am trying to install Windows 7 in my local machine at the last stage it says:

Windows could not prepare the computer to boot into the next phase of installation. To install Windows, restart the installation.

I have gone through some steps like chkdsk but after this nothing happened.

I have gone through msoobe in oobe but it says MsCtfMonitor. DLL is missing.

Tried to open mmc but says can't run for less than I 5.5.

Please help me to get rid of this.

Installing windows 10 on new computer i recently built. I receive the message, window could not prepare the computer to boot into the next phase of installation. Have tried numerous times with out success.
