Windows could not start the windows search service on local computer

I am trying to turn on windows indexing service by following one of the answer in this question

I got this error message

What's the actual problem?

When i go to the event viewer i see the error i get is
Windows Search Service has failed to create the SystemIndex search index, Internal error <2, 0x8e5e0408, Failed to add plugin: Search.Tripolindexer>.

This error code 0x8e5e0408 , i can see that its

[table][tr][td]FileAccessDenied[/td][td]Cannot access file, the file is locked or in use[/td][/tr][/table]
I saw this here: Redirecting

I already tried thing slike sfc /scannow in cmd, DISM, chkdsk, etc...
I also tried repair upgrade by downloading an iso from official microsoft site with media creation tool and upgrade the pc with keeping all files and apps but it still didn't work.

I know there is one way to fix it by just completely reinstalling windows without keeping anything, but i don't wanna do that.

If anyone really knows other fix than by reinstalling windows completely, please help me.

I tried every single suggestion that I could find out there, nothing works.

I am quite sure it happened when I changed hard drives and renamed them and one of them contained the search index.

Did anybody ever successfully recover from this error?

To repeat, it happens when you try to start the Windows Search Service. The error is "Windows could not start the Windows Search service on Local Computer. Error 21: The device is not ready.
