Windows 10: Windows couldn't prepare the PC to boot into the next phase of installation.

I have a PC with ASUS TUF motherboard, an RTX3080 GPU, a Ryzen 5 3500x CPU I think, I might have that number wrong, 64GB of DDR4 RAM, and a 1TB Samsung 960 M.2 SSD. I've had this PC for about 2 years now and it has spent almost every day of that in a semi truck. However, last week, it decided it didn't want to boot. It would load BIOS just fine, but the moment it would run the SSD, it would show a black screen with text saying to select a valid boot device. I installed it to the secondary M.2 slot thinking the primary slot was damaged. This didn't help. Today, I bought a new WD_Black 1TB SSD

my pc shut off when it was updating. Windows is not working, I was stuck in an automatic repair loop. I created a USB boot drive and it will open to the Windows setup screen in my computer. It shows the steps
"copying Windows files, getting files ready for installation, installing features, installing updates, finishing up". When it finishes installing updates it presents an error message saying " Windows could not prepare the computer to
boot into the next phase of installation. To install Windows, restart the installation.
" I've done this multiple times.

I called tech support, they had me run a series of commands to check disk and scan it, nothing.

I remade the boot drive, nothing.

I don't care if I lose the data on the pc, how do I fix this.

When I am trying to install Windows 7 in my local machine at the last stage it says:

Windows could not prepare the computer to boot into the next phase of installation. To install Windows, restart the installation.

I have gone through some steps like chkdsk but after this nothing happened.

I have gone through msoobe in oobe but it says MsCtfMonitor. DLL is missing.

Tried to open mmc but says can't run for less than I 5.5.

Please help me to get rid of this.

I understand your point but as it was a old pc so I thought to clean install win 7 and got stuck here at error at the last stage of installation :

Windows could not prepare the computer to boot into the next phase of installation. To install Windows, restart the installation.

Please help me to resolve this.
