Windows 10: Windows crash while or after loading screen serious case

I just formatted the entire system drive to fix the same problem but with worse result.

I am typing this from a Windows PE from USB which I can easily access without any problem.


The problem is, whenever I open the computer with Windows Boot Manager or my windows drive as the boot device, the pc suddenly glitch and crashes after and while on the windows loading screen, then restarts automatically and goes to do the same.
The glitch crash is similar to an open 90s TV without a signal like screen having many lines and colors, it shows like that for 1 second then instantly restarts and loop.


It always happen every time the system boots or restarts, even while I am reinstalling windows 10. So now I am stuck with defaultuser0 as a username with no proper password which means I can't do startup repair either.


I tried using Safe Mode, but as my Windows haven't properly installed, it only goes back to the select region and select keyboard layout, but with looping errors.

I tried to do "net user username password /add" but it only said "could not be added to users local group but successfully created".
It seems to me that the windows files responsible for advanced user account management is not yet installed.


I have two problems, one which is the glitch and crash immediately after windows loading screen, and another one is the corruption caused by the sudden crash while installing windows 10 which gave me user account problems so I cannot access startup repair because I have no password for defaultuser0.


It's been two days like this, and I will still have to attend my online class so I will appreciate anyone who will help me with this issue.
Note: I've already tried most of the command prompt tricks to easily fix this issue, didn't work.

Friends computer freezing at windows loading screen

Ok my friend is having problems with his computer right now. Basically it crashed on the windows loading screen. This is what he told me on MSN.

Now i'm not too sure what the problem is. I suggested doing a repair install with the xp disk (i'll be giving him that tomorrow) but in the mean time do any of you have any ideas?

I suggest you run rthdribl > http://www.daionet.gr.jp/~masa/archives/rthdribl_1_2.zip
Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
What X1800XT model do you own exactly?

ive watch my temps and both the cpu and gpu are within normal ranges. when it freezes it simply freezes the image and stops the sound. i must reboot to get back to windows.
