Windows 10: Windows Defender Antivirus Service running when it shouldn't

Ive been using Windows 10 Home and a 3rd party antivirus (Avast) for quite a while, and have never had any problems with Defender until recently. My laptop has been running slow, and after sone investigation, ive discovered that the Antimalware Service Executable of the Windows Defender Antivirus Service is running, and its casuing my CPU using to be constantly at 100%, and at one point the executable was using over 80%. Ive tried a number of solutuons ive found online, (through task scheduler, disabling defender through the registry, etc) but nothing has worked. Ive even tried deleting yhe folder with all the Defender files, but it couldnt be deleted because the executable was still running and cannot be stopped. The only thing i found that i havent tried involved gpedit.msc, which i dont have in my version of Windows. The only time it seems to let up is when the laptop is unplugged, but the battery life is poor, so i cant leave it unplugged for long.

I'm currently a 4th year software student and I rely on my laptop for course work, but it can be unusable for work in its current state. Any possible solution is appreciated, because I need to fix this problem as soon as possible

Defender AntiVirus

There are 4 options under Defender. Two refer to AntiVirus; AntiVirus Network Inspection Service & AntiVirus Services. Under Startup Type these two are listed as manual and the Status column said Inspection Service is running. When I clicked on the Start
button in Properties, I got an immediate message: "Win.. Def.. Anti.. Serv.. on local comp.. started and then stopped. Some services stop automatically if they are not in use by other services or programs."
