Windows 10: Windows Defender Antivirus shutting down

Whenever I start a scan on my pc windows defender works fine at first but then as it takes up more than 90% of my CPU usage it crashes and says the last scan is not available. It has been doing this for a while and I do not have any other antiviruses installed. I used tronscript because I thought maybe it was a virus and I needed to get rid of it but it did not work. It completely shuts down the antivirus and when it tells me to restart it and I click on it the restart won't work. It also crashes my windows defender every time I go to protection history and windows detects every .exe file as a

Defender AntiVirus

There are 4 options under Defender. Two refer to AntiVirus; AntiVirus Network Inspection Service & AntiVirus Services. Under Startup Type these two are listed as manual and the Status column said Inspection Service is running. When I clicked on the Start
button in Properties, I got an immediate message: "Win.. Def.. Anti.. Serv.. on local comp.. started and then stopped. Some services stop automatically if they are not in use by other services or programs."
