Windows 10: Windows Defender Blank Screen and IT Admin Prompt

I am stumped. When I open Defender, I get a blank screen. If I try and open the virus protection screen it tells me my IT admin has blocked access.1. I have reset the computer 2x now2. I installed Malwarebytes this morning to check if it was a virus and it wasn't3. I have tried editing the registry with suggestions on this site4. I have tried editing the GP Policy with the same5. I have never been connected to a work account6. The only thing the same is that I use my Outlook.com account to sign into the computer. I am 5 seconds from just downloading windows 10 and going back if I thought it
