Windows 10: Windows Defender blocking download.Is switched OFF Norton is ON

Using win11 on a Surface Pro 7. Have the latest version of Norton operating and have tried switching of off Defender but problem is still there. When I attempt to download a file to flash my Zorro RC Transmitter Defender is preventing me from opening it. Message is" File is from an unknown publisher" there is no option to ignore and open .

Norton and a Windows Defender that will not switch off

I have installed Norton Security but still get Windows defender updates that fail. Windows Defender says the PC is not being monitored because the apps service has stopped. I initially installed Norton with Defender running and got the failed updates
message. I then removed Norton, switched off Defender and reinstalled Norton and still get the failed updates.

And personally I was using Norton then switched to McAfee, and avast and to be quite frank they were all causing some problem hence, the constant switching then I went to use defender and the device runs smooth and no over-heating or any other issues I
encountered with McAfee or Norton the worst one was avira.

Personally windows defender is good and it fits perfectly with windows, and doesn't cause any issues so I suggest you keep using defender.

But if you still would like to try other software you can always download a trial version and compare for yourself..

Windows Defender Blocking Installations of Downloaded Apps

There's a possibility that the SmartScreen option is on that's why you're unable to install downloaded apps. Let's try to turn it off and see if it helps. See the steps below:

• Open Windows Defender Security Center from your Start menu, desktop, or taskbar.
• Click on the App and browser control button on the left side of the window.
• Click on Off in the Check apps and files section.
