Windows 10: windows defender error when opening it

I tryed everything completely reseting this pc, every video on youtube but i still cant open windows defender because of this error "Your It administrator has limited access to some areas of this app..." can someone help me with it?

I would suggest you to open Windows defender and add exclusions and check if it helps. Follow the steps to add exclusions in windows Defender.

• 
  Type Windows defender settings in the search bar and press enter
  
• 
  Under Exclusions click on Add Exclusion

Cannot activate Windows Defender

On my laptop "Toshiba Satellite L455" I did upgradation to W-10 from W-7 (original).

There is no antivirus program on this PC.

I wanted Windows Defender to run. But it says that it is switched off.

Want to activate it.

On opening Windows defender, there is no option to activate it.

In step 2 of your suggestion, it says:

"Windows could not start the Windows Defender Network Inspection Service on local computer.

Error 1068: The dependency service or group failed to start"

Can you pl give a method to activate the defender?

not. Once third-party antivirus has been removed, you may need to turn it manually back on. To do this, follow the steps below:

• Press the Windows + Q key from the keyboard to bring up the charms search.
• In the Search box, type Windows Defender, then press
  Enter.
• Click Settings and make sure that there's a check mark on
  Turn on real-time protection recommend.
