Windows 10: Windows defender keeps showing these trojans/phishing threats that need actions. But when I...

I have gotten a few of these trojan warnings from IO Bit malware fighter and windows defender. Malware fighter says quarantined and deleted. defender has them still in the threats and says they need actions. When i try nothing happens. I am afraid to do anything with this new computer. Here is a copy of the notepad saved. Recurrent trojan, HTML/Phish quarantined by Windows Defender, and don't have active option/button to remove as suggested.

For the last several build downloads, Windows Defender has been quarantining a severe trojan, HTML/Phish, providing file details, the suggestion to remove, but no obvious way to do so, like a "remove threat" button.

Two file examples are:

Now, I will share my lack of expertise by asking why does this trojan keep recurring once quarantined by Windows Defender from build to build?

Is a clean install the only option I have? Kinda' thought that was done with each new build download? Also thought Windows Defender is adaptive/preventive in it's way of staying ahead of threats?

Window defender 10 keep saying threat trojan wont quarantine or remove history

Window 10 defender wont remove trojan threat or quarantine keep going back to threat rebooted same thing tried everything keep saying same thing. Installed bought antivirus and it removed it went back to window defender and it says threat. Res can with bought antivirus no threat found.

 

Windows Defender keeps taking action on nonexistent threats on nonexistent scans

I have a laptop (Dell Inspiron 3541) running Windows 10 v1803. Recently, I have been getting notifications from Windows Defender saying threats were found and removed on scnas that didn't happen.

When I go to Windows Defender, it doesn't show any threats found - nor does it even show a recent scan. For example, I got one of the above notifications today, and this is what Windows Defender showed.





I tried running a scan, but the ETA was 4 hours, then 20, then 70, and still kept going up.

Is there a way I can find out what the "threats" are? Or make it stop sending these unnecessary notifications?
