Windows 10: Windows defender, system running 8.1

Hi there, i need help activating windows defender.

I am in the process of trying to install Magic the Gathering: Arena, and i have come into a few snags.
While installing said game, the game said i needed to install C++, so i tried to do so. It then told me there was an error with that. A quick google search told me i needed to install .NET . I tried to install .NET, but then i got another error. This error told me Windows modules services installer was not installed on my computer.
I tried for a long time to get this installed, but after several "safe boots", and hard drive scans, I got yet another error. After some more gooling I found that I could be windows defender was not active. I'm now having problems activating windows defender. I have tried the whole page based around re-activating defender that's located on the windows site. But alas to no avail.
