Windows 10: Windows Defender, Windows Update not working (Win 10 Home Single Language)

I am running Windows 10 Single Language 64-bit (build 17134) on my MSI GF63-8RD laptop.
There are two problems that I noticed in my windows.
1. Windows Defender is not working completely. I cannot enable it. The action center states that is has been disabled by system administrator. (Other antivirus softwares are not installed)
2. Windows update is not working. When I try to check for update, it always fails.

I had this problem before too and I tried all the options but none worked and I had to reset my laptop to factory defaults. Then, the problem was gone. But again after about 10 15 days, I am having exact same issues. I again tried all the options but unable to solve the problem. It's time consuming to reset the laptop to factory defaults and again install the required softwares. And I think this problem will soon again appear if I anyhow reset my laptop

Download Windows 10 TH/RS

I've added Windows 10 Anniversary Update (1607) 'client combined single language' ESDs and decryptor to the op.

Client Combined Single Language includes:
Windows 10 Pro, Windows 10 Home, Windows 10 Home Single Language, Windows 10 Education

 

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language
To change your Windows display language (that's the language you see most often in Windows and apps), first add a language, download and install the language pack, and then follow these steps.

  (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)

• Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
• Sign out and then sign back in to finish.
