Windows 10: Windows delete files I'm dowloading! (+ having pc problems) Please help!

Hi guys, I've had some problems with my computer recently. It crashes all the time, even by opening Google Chrome. I've come to the conclusion that it's due to memory usage. I have 16GB of RAM. When I open Task Manager the Memory Cache is always 6 GB or more at startup, and when I open games I lag and stutter all the time... And the cache goes up to like 10Gb or more. And memory % is always at 75 - 90%.

Anyways, I reckon most of the guys here have heard about Empty Standby List? It's a file you can run to make Windows clean the Cache like every 5 minutes. My problem here is when I download the file it just disappears after like 10 seconds. And if I get to use or open it, Windows says " Could not find the file, because it may have been deleted". What? And when I try to download the file again, it doesn't even appear! So I have to restart my pc, then download it again for it to appear and then it just disappears. I tried downloading it on my laptop and putting it on an external HHD drive and move it over to my PC. It worked and I set everything up in Task Scheduler. But some hours later, windows deleted the file...

I don't know what to do, I've tried searching up this issue but it doesn't seem like no one has it. Is there any chance so of you guys know why this may occur? Thank you.

  Did you make any changes to the PC prior to this issue?
  

Suggest you to plug in an external keyboard to the laptop to check if that helps.

Further you may also use the onscreen keyboard to check if that helps.

Follow these steps to launch the On-screen keyboard:

• 
  Press Windows key + R to get the run window.
  
• 
  Type “osk” and hit enter to launch the On-screen keyboard and check if this helps.

I have a very weird problem.

It does sound like spyware, as namslas90 suggests, try "whats running", sometimes spybot or others don't find the offending files, they hide under real operating system files, but in different folder. if that's the case, you will also need unlocker, because windows will not let you delete those files. just be careful to delete the files that are in a different folder as the intended one. (e.g. in windows, but the original file is in windows>system32).
