Windows 10: Windows doesn't change language system wide

Even though I've done the settings in the screen shot and copied the setting for welcome screen and new user accounts the language does not change system wide. I've also changed the language for non-Unicode programs to English, but it doesn't change the language system wide nonetheless. Sometimes I'm so fed up with Windows' stupid problems like this.

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

I`m sorry I had not noticed that the text on the picture was in spanish. It says that windows has replaced some damaged clusters in "name" file and "directory". Then, at the end "an unspecified error occurred (75736e6a726e6c2e 4f6)".

I`ll do it and I`ll be updating this thread when I have the report.
