    Good Afternoon,


    I have a handful of Dell OptiPlex 7040 & 7010 units where I replaced the HDD with SSD and used the Windows Download Tool to create a bootable USB. When I restart the PCs I select one time boot and select the USB drive. The screen scrambles for a bit and then turns blue and doesn't proceed loading. I have tried VGA and DP cards thinking it was video card related. In either case the screen is blue for about 1 minute then the PC turns off.


    Downloaded a second copy today to make sure I didn't have a bad image.


    If I use a Windows 10 v1903 USB bootable this problem does not exist.
