Windows 10: Windows Error 0x80070643

I have an HP PC. I have noticed problems in the last year or so and have had several IT guys look at it, never found anything. I have checked the Windows Update and see it is citing error 0x80070643. I have tried the trouble shooting option, rebooting, etc to no avail. Need some additional help. One IT guy said he may have to reinstall Windows 10 and I will have to reinstall all of my software!

Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.
