Windows 10: Windows Error

I tried to reinstall Sea of Thieves from the Microsoft Store. It always stops right away, and gives the error 0x80004002.

Then, to fix this, I tried multiple times to reset my PC completely, but it ALWAYS stops around 5% and says "Unable to reset your PC. No changes have been made"

There's also an update that I need to install from Windows, but I cannot because of the same error code 0x80004002.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
