Windows 10: Windows Explorer and Settings not opening/working

Last week I updated Windows and after the update, Windows Explorer stopped working. The windows button does nothing though shortcuts like windows+R still work. When I first started having issues, I could still access the settings page by running shell:appsfolder but now clicking on the settings shortcut does nothing. Other apps like the Microsoft Store and MS Paint initially still worked, but now those don't open either. I've run scans ScanHealth, Restorehealth, Cleanupimage... and they detected no issues and fixed nothing.What can I do at this point?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Thank you for the detailed response. To change the search result's view from content to list, we suggest following the steps below:

• Open the File Explorer and try to search for files.
• In the toolbar, open the View tab and click List
  to change the view.
• Once changed, close the File Explorer.
• Open the File Explorer again and try to search to see if the setting has been retained.

Internet Explorer won't open

Hi,

• If you cannot start Internet Explorer, you can open the settings window by pressing Windows Key + R, typing "inetcpl.cpl" in the Run box, and then pressing Enter. After the
  window is open, follow the steps that are described in the "How to reset Internet Explorer settings" section.

If above steps failed to solve.

• Try to create new user account and then open IE.

• Try clean installation method to reset your system.
