Windows 10: Windows explorer, desktop and cursor in-game lags even after formatting, any advice?

Good evening, I've been having trouble with my laptop for a bit now. Most of my programs and games run very well but windows as a whole is incredibly unresponsive and slow, as well as the url search bar on every browser I've tried Edge, Chrome, Opera and Firefox. I recently formatted my pc to see if it would help to no avail, even when it was completely wiped clean. I suspected a hardware issue so I cleaned my fans and checked for bad drivers and nothing worked either. Using my laptop is currently very doable but I'd like it to be as smooth as it was before and I don't know what to dne th

Cursor lagging on desktop

Hello, so my problem is that my mouse cursor is lagging, it only happens on desktop when im for example in a game or in google it doesnt lag.

I have tried using a diffrent usb port, I have tried using a different mouse, I have tried restarting my pc. Nothing works.

• Right-click on your Start Menu button on the Taskbar.
• Click Task Manager
• Under Processes, close any applications that are running in the background that are consuming resources on your laptop. Select the program and then click

• Next click the Details tab, choose the program that is consuming a lot of memory on your computer and then press

• Check if the cursor is responding slowly.
