Windows 10: Windows Explorer keeps freezing the Task Bar becomes unusable

I have an intermittent problem with explorer window Explorer NOT Internet Explorer.It has happened on two PCs now, one becoming unusable.I suspected a virus, but none can be detected by any scanner I have used Kaspersky, Acronis Office, FixMe Stick.I have to keep a task manager window open at all times. to restart explorer whenever it stops.Intermittently explorer will hang. The task bar is inaccessible until explorer is restarted. At this pint Ctrl-Alt-Del will open the correct menu, but task manager will not run. If it is already running when explorer stops then explorer can be restarted

Windows Explorer freezes may be due to third-party programs or virus infection. As an initial troubleshooting step, temporarily disable your antivirus programs. After that, replicate the issue if it will freeze. You can enable your antivirus program after
we troubleshoot.

If the issue persists, you can try refreshing/restarting Windows Explorer by following these steps:

• Open Task Manager by typing it in the Cortana search bar, then press Enter.
• Look for Windows Explorer, then right-click it and select End task.
• The taskbar will disappear at the bottom of your screen.
• On the Task Manager, look for any installed application like your browser.
• Right-click it and select the Open file location. A new window will appear.
  
• Click the File tab and select Open Windows Powershell, then select Open Windows Powershell as administrator.
• Type in explorer.exe and press Enter.

It should put the taskbar back at the bottom of your screen. Check if it will freeze again.

In the meantime, we suggest you restart Windows Explorer by following the steps below:

• Type Task Manager in search bar.
• Click Task Manager.
• On the pop-up window, under Windows processes, scroll-down to
  Windows Explorer.
• Right-click Windows Explorer, and click Restart.

File explorer in task bar freezing

I upgraded to windows 10 pro v1903 os build 18362 which runs fine shortly I noted the file explorer is not opening in task bar, if opened from other application it tends to freeze especially when I rt click, the Microsoft edge has started to freeze, the
other options when rt clicking on start and select any option from the open dialogue list for example device manager they don't open, I don't know why I tried virus scan and windows update the problem not changed, I don't have this issue with my other PC running
same os version and build, I am not sure if files are damaged and how can I repair them, the trouble shooter did not help, thank you.
