  1. Windows Explorer randomly jumps to 100% gpu for a few seconds, ruins computer fps

I have a RTX 3070 and recently windows explorer will randomly spike up to 100% gpu usage for a few seconds for seemingly no reason, this happens when im doing something not demanding like watching netflix, or playing something like fortnite, and it basically lowers my fps to something like 5-15 everything is choppy including me just moving my mouse around on my desktop, im assuming to throttle power??? but every fix for this is basically just telling me to go back to older drivers, which I have tried and hasn't worked. This started happening I think about 3 days ago and its very inconsistent

  3. Application doesnt use 100% of GPU is this normal?

When I play League of legends, my fps is around ~35 and task manager says that my gpu has around 20-40% usage.
My CPU is on 100% most of the time when i play, would this be considered a bottleneck?
I dont remember changing anything recently and this randomly started happening. My fps was always around 90-100 before and my cpu would not go 100% before but im not sure about gpu usage.
    This is a laptop.

  4. Windows Explorer randomly jumps to 100% gpu for a few seconds, ruins computer fps

    Fps issues

HI my name is Tamir, Im a gamer, and Microsoft user like you, i understand your FPS dropped randomly on all your games. I see that you try some steps to fix it but it didn't work. May I know does the fps drop happen at certain of day, does your GPU feel like its over heating. The 100% is normal if you play a ton games that use HIgh GPU usage like COD, GTA, Etc. I have a gtx 1660 and it goes to 100% sometimes when i play certain high resolution games. Also try these steps to see if any of these fix your issue.

1.plug monitor into gpu (only if not already)

    2. Borderless windowed

    3. All settings low, invisible goal posts

    4. V sync off

    5. Update graphics card driver

    6. Check ram sticks are in max speed mode (motherboard gui)

    7. Check settings on processor are optimized
