Windows 10: Windows factory restart install loop

So a week ago i began a factory restart on my old laptop windows 10 and when it completed the wipe and began to reinstall windows I, rather foolishly shut it off. Upon turning it back on i would be greated with a message displaying an error and it would promote me to restart. I took to youtube for a solution and a video i found said to press shift and f10 and open reg edit and change the value of the setup.exe to 3 i did this and the error went away and it would go back to install windows only to immediately reboot itself and just do this infinitely with no progress being made. I cant even open regedit again because it turns off before i have a chance to. Is there anything i can do to fix this?

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
