Windows 10: windows feature on or off not saving the selection -windows 10 Enterprise

I am trying to install Windows-Subsystem-Linux wsl_update_x64.msi so that I can install docker desktop. if I use the windows feature on or off feature for "Windows Subsystem for Linux" and "VirtualMachinePlatform", Issue is I am not able to turn on. I am not able to save the on or off for either one, even after the reboot. Microsoft-Windows-Subsystem-Linux VirtualMachinePlatform If I use Powershall as Admin to run this command I get this error command: Enable-WindowsOptionalFeature -Online -FeatureName Microsoft-Windows-Subsystem-Linux Error: Enable-WindowsOptionalFeature : O
