Windows 10: Windows features does not open

Hi When I want to play Batman Arkham Asylum it shows me an error about Microsoft .NET framework and I watched a few videos about this error and it seems I need to go to ''Turn windows features on or off''. The problem is, When I click on it, nothing happens. It does not show anything and its not just for this, its for other apps as well. For example task managerWhen I want to run it from ctrl+shift+esc it does not show anything and it does not run, when I want to run it from ctrl+alt+delete it does not open, When I search it up in search bar and click on it it does not open, but when I search

How to remove all entries in windows 10 Optional Feature History
