Windows 10: windows features not staying checked for NetFramework

I need to use NetFramework 4.0 for a program ScanSpeeder. I have tried selecting it in Windows Features, but everytime it becomes unchecked. If I try to install a fresh download of NetFramework, I get an error message saying it is already installed and I need to turn it on in Windows Features.

I tried window feature on or off and tick netframework 3.5 but the next step it show instal the feature and i click but it show the refernce assembly is not installed in your computer

I suggest you to follow the below steps to check whether the .NET Framework 3.5 has been installed or not.

• Press Windows + X and then select programs and features.
• On the left hand side click on the option “Turn windows features on or off”.
• Check whether the “.NET Framework 3.5” has been checked or not.
• If it is not checked, I suggest you to check (Enable) it and then install it.

.Netframework for Win 7

Does windows 7 have .netframework 1.1 installed? Because I just installed Win 7 Ultimate 32bit and I'm installed Boson Netsim for school and it tried to install .netframework 1.1.
