Windows 10: Windows File Explorer pop up windows for setting cannot be viewed when window is maximized

I am trying to change some setting in file explorer. When the window is maximized, the pop-up window goes off screen and cannot be seen. I have adjusted the resolution and the display scale, it does not resolve it. The only way to see it is when it is not maximized. See image below. The pop-up window is off screen instead of changing orientation to show in the visible area.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Windows Explorer Replacement?

I don't use Internet Explorer, I meant the thing where you can look at files etc. Hotkey Windows+E. Maybe it's the wrong name in english though. *Stick Out Tongue
