Windows 10: Windows file manager scrolling down automatically for some reason

So as the title says after the latest windows update for some reason the file manager and anything else automatically scrolls down with out any user input. I've tried unplugging the mouse and key board and using another mouse altogether this problem only started after the update that was about 2 or 3 days ago. was just curious if this is happening to anyone else or just me.

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Scroll issues in Task Manager, Windows 10

steps to reproduce the problem

1. open task manager
2. click on more details if its not
3. go to performance tab
4. decrease its height till it has two scrolls for the two sections
5. hover over the right section (CPU, Memory, …) and try to scroll
