Windows 10: Windows Firewall Pop-Up Not Showing. Cannot play online games

Hello my Windows Firewall is not showing me the "Allow Program in Private/Public connection" pop-up with online games and I can't play it as my Internet breaks down. It's not showing in the Control Panel "Allow an app through Firewall..", also I have added the app myself and it still doesn't work. I can play with the Firewall off just fine. It's also affecting Google browsing as well, sometimes the connection goes laggy when watching videos. I have also reset the Firewall and Network settings and still not fixed.When I go into "Troubleshoot Issues" while the connection is down, it gets fixed a

To troubleshoot problems playing online games using Internet Explorer, I suggest you to go through
troubleshoot problems playing online games.

You may also disable firewall and check if it works.

Turn Windows Firewall off:

Note:

Turning off Windows Firewall might make your computer (and your network, if you have one) more vulnerable to damage from worms or hackers.

• Open Windows Firewall by clicking the
  Start button, and then clicking Control Panel. In the search box, type
  firewall, and then click Windows Firewall.
  
• Click Turn Windows Firewall on or off. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
  
• Click Turn off Windows Firewall under each network location that you want to stop trying to protect, and then click
  OK.

Windows Firewall security alert keeps popping up.

Windows Firewall plays an important part in helping to protect your computer against virus and security threats. Your concern is cause by a conflicting changes in your security settings. However we suggest that you turn off Security messages for Network
firewall temporarily to check if the issue persists. Follow these steps:

• Click Start menu.
• Type Control Panel.
• Choose System and Security > Security and Maintenance.
• On the left side, click Change Security and Maintenance settings.
• Uncheck the box on the left side of Network firewall.
• Restart your computer.

After an hour, enable Network firewall again. We also recommend that you use another browser and check if the issue persists.

Note: If you disable Windows Firewall for a long period of time, your computer will be more vulnerable to unauthorized access to your network.

Is window 10 firewall 1 way or 2 way?

I would like to know on how to create a white and black lists for firewall, so whenever any unknown traffic, it pops up and request permission and add into white or black lists in order to control and monitor and where to backup those lists as well.

On the other hands, there are windows firewall and windows defender, is there any difference in term of firewall?

Do you have any suggestions on whether win 10 Firewall has this feature or not?
