Windows 10: Windows Gamebar stuck at 0% performance or at the last logged performance

I tried adding myself to the Performance Log and Monitor groups, I tried uninstalling and reinstalling, I tried restarting the system, and repairing and resetting game bar. Nothing worked. This issue seems to happen immediately after the computer wakes up from sleep often, but sometimes happens without.

As per the information that you have provided, I suggest that you perform Power Drain as you are stuck in a loop and this might help you access the desktop screen. To learn how to perform this follow the steps below

• Unplug the charger and remove the battery of your laptop, if using a desktop remove the power
  cord.
• Press and hold the Power button for 30sec
• Plug the charger/power cord and restart system

We appreciate the time and effort that you have invested in to fix the issue.

As per the above information I would like you to provide the information stated below;

• Which troubleshooting steps did you performed?
• Can you provide the error code/message you receive when the steps failed?

For now, I suggest that you perform repair in-place upgrade on the current operating system, this will just fixes/ repairs the issues with any corrupted system files and will not restore any lost data prior to this.

In-place upgrade is to repair the current state of your operating system. Also, the issues with built-in apps on Windows 10 would be fixed when you perform the repair.
