Windows 10: Windows gets tuck on the spinning circle on startup

The title states the problem, it happens even after factory reset. I'm thinking it might be a physical issue, as it started happening after overclocking my GPU. The mouse and keyboard also don't work during this time, and the only type of input I can give it is pressing the power button, which sometimes makes it continue it gets stuck as in doesn't move and sometimes doesn't. I can't use startup repair, as it asks for my account passwork and none of the passwords I try are correct, despite resetting them multiple times. Thanks in advance.

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is

• Windows Logo Spinning Circle
• Black Screen spinning Circle
• Login

 

Spinning mouse circle at startup

Hello, today when I was launching windows, the spinning dots stopped, and after that I had a black screen, but system finally loaded.

After that, my dad launched hard drive optimization in settings panel (sorry I don't know how it's named in english). It was working for some hours, and it didn't finished when I had to leave my home and I left my pc on with optimization on. Before that
a windows update came up on my screen and I choosen update later. When I came back to my home, I had a black screen with spinning mouse circle. I shut down the pc from button and launched it. Now after bios loaded and spinning circles loaded correctly I still
have a black screen with mouse circle spinning (I can't even log in).

Please help I don't know what to do...

Thanks for the reply. I haven't tried your steps yet, and wonder if there is a another approach. For example, when startup programs are running, and in my case it appears that they are, shouldn't the spinning circle continue to be visible? What exactly
does the spinning circle indicate, if something other than overall activity keeping the system busy?
