Windows 10: Windows Hello, Alternate account blocked access

Hello, I have a computer ASUS TUF Gaming A17 with Windows 11 Family activated.It is linked with an email, let's call it "Email A". I want to log in on the Microsoft Store with another email "Email B" : it's prompting my password which i know, and now it is asking me for a Windows Hello or 6 PIN password. Maybe i forgot, but i have no collection of setting it, so I click "forgot credentials" and it only show a text saying that i can reset it in "Settings > Account > Login Options", which is weird because it is not accessible since I didn't put it on the PC. Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

1. Are you facing this issue with a specific website?

2. Which websites are you trying to block?

I understand that your child is able to access blocked websites from the child account. I suggest you to just type the domain name proceeding with the .com without HTTPS (Example: Youtube.com) and check if that helps. Refer the following article for
steps to
block inappropriate website.

If the issue still persists, I suggest you to remove and re-add the child to the family account. Refer the following article for steps to

remove members from your family group. The following link will provide steps to

add members to your family group.

Administrator rights on alternative account

I have opened an alternative account, deleted the original and now cannot access administrator rights. My Windows Defender is off and needs admin rights to switch on. Any suggestions appreciated.
