Windows 10: Windows Hello, "Could not turn on camera make sure it's working properly"

So I have had this problem for forever, Ive Updated to the latest software, Updated my drivers, and even looked through community tabs similar to this one. Does anyone know how to fix this?

Windows hello 'couldn't turn camera on ,make sure it's working properly'

I'm unable to setup Face Recognition using windows Hello. I am getting a message 'couldn't turn camera on. Make sure it's working properly'

I have checked and all the drivers for intel realtek 3d camera are up to date, it's current version is 10.0.14393.11242

Please note that I have already gone through the below thread in the forum, none of the solutions is working:

Windows Hello not working properly

Hi Jim,

For us to properly isolate the issue with your Windows Hello, we would like to know the following:

• Were there any changes made on your computer prior to the issue (e.g. updates, software installation)?
• To make sure that we have not missed on anything, what specific troubleshooting steps have you done so far?

In the meantime, we suggest that you try reinstalling your camera driver to resolve the issue.

I Thought I can use the HELLO feature To Sign in instead of Entering Password. I guess my PC does not have the
Required Camera.

Now How Do I Remove this Message I get when I Start My Computer
