Windows 10: Windows Hello Face recognition corrupted

I am having a very odd issue with my desktop. I once had a Windows hello setup on another system, I mirrored that system into my new drive and it seems like it worked decently well. However, after I moved the camera around, and plugged it into another port, it stopped working. I went into the windows hello settings and tried to reset it, but nothing happened. I tried to delete the settings that I already had, but nothing happened. I tried closing the settings window and reopening it, but it refuses to let me back to the windows hello setup menu. I figured I just needed a restart, so I did. But
