Windows 10: Window's Hello NOT working.

Window's Hello NOT working, when pin or password is entered nothing happens rendering all my login and passwords inaccessible, I have tried restarting, removing windows hello , changing passwords, Chrome / Edge everything with the exception of removing it from the registry. I have no trouble logging onto the computer it is only when I need my access to passwords or login information that the problem exists, and I can't remove it , tried removing the use windows hello from Chrome and that prompts the pin requirement which simply does nothing. I am so frustrated..

• Is there an error message displayed when using Windows Hello?

• Click the Start button and select the Settings
  icon.
• Choose Accounts from the list.
• Select Sign-in options in the left pane of the window.
