Windows 10: Windows Insider Update Error

HelloMy windows is not updating. I download the update, it installs the update to 100% then says install error and to retry. I have retried multiple times but it does not update. Windows 11 Insider Preview 10.0.22631.2338 ni_releaseInstall error - 0x800f081f

Windows Won't Update? (Error 0x80d0602)

When I get to the step that says del %ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\qmgr*.dat, nothing happens.

When I get to step 5 and type in

• regsvr32.exe mshtml.dllN

It gives me this:
